Philadelphia and the surrounding counties have been in non-attainment for the EPA's ground-level ozone air quality standards since at least 2010. This has significant adverse health impacts on the population. 

 

This policy memo examines how Philadelphia could meet ground-level ozone air quality standards by improving active and public transit infrastructure and/or implementing congestion pricing.
